Skilled at switching between roles in public order and war, military polizze have become leading players in the Armys war on terrorism. So essential are MPs on todays battlefield that recruits attending the militaryassekuranzbrief school at Fort Leonard Wood, Mo., are alfruchtwein certain to deploy from their first duty stations. Most of them are only 18 or 19 years old, but these Soldiers know theres a war going on. Were putting them through the most stressful situations allowed so theyll be ready, said CPT Douglas Clay, company commander for a recent class of trainees. The minimum age to enter civilian law enforcement is typically 21. Its just 18 for those committing to Uncle Sam. SFC Mark Ford, the schools operations branch chief, said age doesnt equal the degree of responsibility given to military police, who he believes bear more responsibility than their civilian counterparts. Law and order are just part of their five-piece mission. Their jobs can change focus daily, and they have to be flexible. But being multipurpose is what most of them enjoy about their jobs, Ford said. Police Duty Military police have the choice of two occupational specialties basic combat support MP and corrections specialist. Training for each specialty lasts nine weeks, much of it at Fort Leonard Woods Stem Village, a mock town featuring confinement facilities, residential structures, a bank and a theater. Law-enforcement training starts with instruction on Miranda rights and military law, then proceeds to evidence collection, search and apprehension, police reports, and forms, vehicle inspection, traffic directing and convoy escorts, interrogations and interviews, and response to such incidents as suicide attempts, rape, damage to private property and domestic abuse. MPs specializin g in corrections branch off to hone skills theyll need for running correctional and confinement facilities like the U.S. Army Confinement Facility-Europe at Coleman Barracks in Mannheim, Germany. Topics include the Armys correctional system, custody and confinement procedures, and prisoner administration. Whether assigned to a police station, a confinement facility or deployed to a combat zone, MPs must know how to give verbal commands, and conduct prone-position and wall searches. The ability to use force can seem a necessity for MPs, who may need to physically restrain perpetrators. But its technique - not strength or violence - that they use to control subjects. Unarmed self-defense is all about executing the right moves and striking in the right places. Body size and strength have nothing to do with it, said drill sergeant SSG Michael Baker. And though handcuffing may appear simple, Soldiers spend hours learning how and where to place handcuffs on both compliant and noncomplia nt subjects. When we apprehend someone, were liable for their safety, Ford said. Realism Lessons learned in Iraq have inspired the schools leaders to keep training realistic and relevant with steady updates. Instruction on urban warfare, for example, has gone from one day to four. Rising populations and urban growth make it essential, instructors said. At some level, were always going to have boots on the ground, and were always going to need to fight and survive in cities - no matter what job specialty Soldiers have, said CPT Chris Heberer, instructor for the MP Officer Basic Course. Half the challenge of urban warfare is being prepared for all the variables. The other half is anticipating what will be on the other side of the door getting kicked down, or whether the enemy will lurk around the next corner or hover on a rooftop. MPs providing security and reconnaissance operations in Iraq have also encouraged the addition of mobile-fire training. Beyond qualification on the 9mm pistol, recruits now head to the range to practice firing Mk. 19 grenade launchers and M-249s machine guns from atop moving vehicles. Were shoulder to shoulder with combat-arms Soldiers, Heberer said. Commanders are realizing that we have a lot of knowledge and expertise to contribute and that an MP platoon brings an incredible amount of firepower to the battle. They can also be a less threatening presence than tanks and infantry. Its their subdued yet persuasive presence most Army planners value on the battlefield. Fair Treatment The medias spotlight on the abuse of enemy prisoners of war at the U.S.- controlled Abu Ghraib prison in Iraq last spring shocked most MPs, said SSG John Fair, who teaches EPW handling to recruits. But trainees are as confident as ever, he said. Were here to learn everything we can about doing our jobs as professionally as possible, said PV2 Richard Carpenter of himself and classmates. We havent let the bad press or the actions of a few bad Soldiers a ffect us. While the initial encounter between MPs and EPWs can be hostile, trainees are taught to let up on force once prisoners are seized and under control. They learn to treat prisoners respectfully - the same way MPs are expected to treat military members apprehended in garrison environments. MPs are also responsible for feeding and clothing EPWs. And in the case of an attack, they must also defend prisoners. The Armys focus on the treatment of EPWs has not changed since last springs controversy, Fair said. The doctrine has not changed. The mission has not changed, and training has not changed. Maturity and War Its not often that you get a young adult of 18 with the authority that a military police Soldier has, said COL George Millan, director of training at the MP school. It takes someone with maturity and common sense in dealing with people. MPs took a high-profile role in the war soon after the terrorist attack on Sept. 11, 2001. The New York National Guards 442nd MP Com pany, for example, contributed to rescue-and-recovery efforts at the World Trade Center following the attack. The unit also provided security in New York Citys mass transit systems. And last April, the 442nds Soldiers returned from a year of duty in Iraq, where they trained Iraqi police. Law enforcement is something most of us do every day because we have a large number of civilian police officers in the unit, said company commander CPT Sean ODonnell. Most Iraqis had heard about the NYPD, so they wanted to learn as much from us as they could. Our experience enabled us to provide some of the most current training available. The demand for MPs on the battlefield and in garrison has been taxing for active-duty and reserve-component Soldiers. Thousands of Guard and Reserve members in artillery units have been reclassified as MPs and stationed at bases throughout the United States and Germany, while active-duty MPs remain in Iraq. The Army has also enacted the Stop-Loss Program to keep a ctive- and reserve-component MPs from dropping off the rolls. Future plans for the MP Corps include the creation of entire companies that specialize in detainee operations. This need goes back to Afghanistan, where we found that we just didnt have enough Soldiers with that type of skill set, Millan said. And as missions change, so will training. New batches of instructors will arrive from deployments around the globe, and their experiences will shape course development. New instructors will come to us with the knowledge of what the textbooks tell us to do, as well as what Soldiers are actually doing in war, where theyre updating tactics on the move, Heberer said. Well continue to incorporate those lessons learned to save lives. An MPs job can be stressful with so much responsibility entrusted to him, ODonnell said. MPs must make decisions on an independent basis, and not rely on being steered by leaders. Its not just a sense of authority that attracts men and women to the MP Corps, ODonnell said. Were all common in the sense that we want to help and serve others. Were selfless by choice.

Hrabowski III, Ph.D., president of the University of Maryland, Baltimore County (UMBC), will be one of eight engineering leaders who will be honored by ASME at the Societys Honors Assembly, to be held Nov. 16 in Houston, Texas. The ceremony will be held in conjunction with the ASME International Mechanical Engineering Congress and Exposition, which will take place from Nov. 13-19 at the Hilton Americas Hotel and the George R. Brown Convention Center. Dr. Hrabowski will receive the ASME Ralph Coats Roe Medal for his dedicated service as a weltumspannend advocate for science, technology, engineering and mathematics (STEM), engaging the general public, lawmakers, funding agencies and foundations to create opportunities for minorities in STEM fields that will help ensure their fu ture personal and professional success. The medal, established in 1972, recognizes outstanding contributions toward a better public understanding and appreciation of the engineers worth to contemporary society.Hrabowskis research and publications have focused on science and math education, with special emphasis on minority participation and performance. He chaired the National Academies committee that produced the 2010 report titled Expanding Underrepresented Minority Participation Americas Science and Technology Talent at the Crossroads. In 2012, President Obama appointed Hrabowski as chair of the newly created Presidents Advisory Commission on Educational Excellence for African Americans.The president of UMBC since 1992, Hrabowski currently serves as a consultant to the National Science Foundation, the National Institutes of Health, the National Academies, and universities and school systems throughout the United States. He also serves on the boards of the Alfred P. Sloan Foundati on, the France-Merrick Foundation, the Marguerite Casey Foundation, the T. Rowe Price Group, the Urban Institute, McCormick Company and the Baltimore Equitable Society. In 1988, Hrabowski co-founded the Meyerhoff Scholars Program at UMBC. The program, which is open to all high-achieving students committed to pursuing advanced degrees and research careers in science and engineering, aims to increase diversity among future leaders in STEM-related fields. Based on his experiences with the program, Hrabowski has authored numerous articles and co-authored two books, Beating the Odds Raising Academically Successful African American Males and Overcoming the Odds Raising Academically Successful African American Young Women. His latest book, Holding Fast to Dreams Empowering Youth from the Civil Rights Crusade to STEM Achievement, was published in May.Hrabowski has been the recipient of many honors and awards, including being named one of TIME magazines 100 Most Influential People in the Wo rld by TIME magazine in 2012 and one of Americas Best Leaders by U.S. berichterstattung World Report in 2008. He was also among the inaugural inductees into the U.S. News World Reports STEM Solutions Leadership Hall of Fame in 2012. In fact, true leaders have an ability to inspire many- even those who dont work directly for them. If you thought leader (or leadership) meant having a title such as CEO or VP or regional manager, youre confusing power with leadership.Its true that someone with a big title and management authority has an advantage when it comes to enacting work. This is because they can use their legitimate power to move resources directionally as they see fit. Coupled with the desire to earn rewards and the fear of some type of punishment, the role of manager has leadership implications. Just know those implications in themselves arent leadership. Make sense?If you want insight into the best leaders, look at those who inspi re people to follow them even when they dont have to. When people respect, listen to and follow a person who holds no direct accountability over them, or has no ability to give or take anything from them, that person is a leader.Can you think of an example of this?Is there someone in your organization whom people inherently listen to, even though they arent The Boss? Maybe there is an account executive who has been with the company for years and when they speak everyone pays attention. Why do they garner so much respect? What is it about these folks that makes them worth following?If you ever want to be a true leader, then you have to start by leading. And this starts with a good look inside. Examine your actions, not your position. Trust me, I have had the title and the power and failed to lead- and I have been a powerful leader when I had neither. What welches the difference?Here are some thoughts and ideas about fostering true leadershipPeople dont follow liars.Ra-ra speeches wor k once, maybe twice.Your IQ will only impress about 10 percent of the population, and they dont work for you.Straight answers go a long way, and if you dont know something, admit it.You cant be everyones friend.Winning does matter, and people get behind winners.Giving shouldnt be accompanied by strings.Humble pie is best served in public. (Own your mistakes.)Money Cant Buy Me Love, but it helps to give recognition.Excuses, whining and complaining are for the birds.And yes, I know some of these seem oversimplified or lack depth. But I want you to address each of these points and see how they fit within your leadership style. Do you dance around topics like a politician? Do you tie strings to everything you give? Are you clear in your answers? Are you chronically worried about what everyone else will think or if they will still be your friend if you speak your truth? Do you brag? Do you admit your mistakes?We are all works in progress. Be honest with yourself. If you relate to many of the bullet points above, congratulations, youre human. True leaders learn from their mistakes and honestly address them in order to foster change. In the end, it takes courage to lead.
